What he does outside the Panel
As well as his Panel responsibilities, Stephen works as freelance consultant for many high-profile clients. He has undertaken projects for UK and EU consumer organisations, regulators and self-regulatory bodies, as well as working as an Adviser to a House of Lords European Committee inquiry.
Positions held in the past
After working at the National Council for Voluntary Organisations – where he headed the 1981 UN International Year of Disabled People public awareness and media campaign in England – Stephen was Chief Executive of the Consumers in Europe Group, which is an independent research and public affairs umbrella body for 34 non-governmental organisations concerned with EU policies and their impact on UK consumers.
Stephen joined Which? (formerly Consumers’ Association) in 2001 as its EU Adviser and was responsible for developing its EU strategy. In 2006 he decided to work as a freelance EU and UK consumer affairs consultant.
Reasons for joining the Panel
Stephen applied to join the Panel because he wanted to use his EU and consumer background in a more detailed and focused way, as part of a team working in a key sector that is not performing well for many consumers.
Areas of particular interest on the Panel
Around three quarters of UK financial services legislation originates from the European Union, much of it directly affecting UK consumers, and Stephen helps coordinate the Panel's EU work. He also has a lead role in setting the Panel's research programme.
Stephen is keen to ensure better transparency in the financial markets, so that consumers are able to know more about enforcement, complaints procedures and financial issues.Â
